Sir J. Jordan to Sir Edward Grey.--(Received August 12.)

Peking, June 26, 1907. WITH reference to my despatch No. 231 of the 15th ultimo, I have the honour to transmit to you herewith copy of a note which I have received from my Spanish colleague stating that his Government have authorized him to consent to the prohibition of the importation into China of morphia and instruments for its injection, on the same conditions, in the same form, and at the same time as His Britannic Majesty's Government.

I have acknowledged the receipt of M. de Carcer's note.

At an interview with the Ministers of the Wai-wu Pu yesterday, I mentioned the fact of the Spanish Government having notified its adhesion to the Arrangement, and inquired whether any reply had been received from Germany. Their Excellencies informed me that Germany had also notified its consent to the prohibition, and that they were now merely awaiting the decision of Japan before proceeding to take measures for the enforcement of the Arrangement.

Légation d'Espagne, Pékin, M. le Ministre et cher Collègue,

le 16 Juin, 1907. ME référant à la lettre que votre digne prédécesseur, Sir Ernest Satow, m'a fait l'honneur de m'adresser en date du 1 Mars, 1906, au sujet d'un avis publié par le Commissaire des Douanes de Shanghai, déclarant que l'importation de la morphine et les instruments pour les injections hypodermiques était défendue à partir de la date susmentionnée, et me manifestant dans quelles conditions le Gouvernement de Sa Majesté Britannique pourrait déférer aux désirs de celui de Sa Majesté l'Empereur de Chine, j'ai l'honneur de communiquer à votre Excellence que le Gouvernement du Koi m'a autorisé à accepter le point de vue de celui de la Chine sur ce sujet, sous les mêmes conditions, dans la même forme, et au même temps que celui d'Angleterre.
